The LBT-1961B is the breacher (B) variation of the LBT-1961 chest rig commonly used by Naval Special Warfare. The main difference is the panel of elastic loops on the left side (as worn) instead of the usual magazine pouches on the standard variant.

Bottom:
The plastic cylinders at the bottom are meant to join detonation cord pieces together. They are strung onto a piece of paracord for easy access.
Chem Lights:
These are stored on the outside in the elastic loops.

Knife:
“Rescue knife” is meant to cut parachute rigging. These were also used to cut away seatbelts in vehicles. The knife in its sheath is tucked into the top opening of the chest rig’s body.
Zip Ties:
These zip ties were found stored in the left side pouch (as worn) and were likely meant for restraining detainees.

Crossed shoulder straps were used in the earliest 1961 chest rigs[2].
Tag:
“Gold label” tag, as expected of an LBT item produced in the late 1990’s through early 2000’s like the LBT-0712A Map Case and LBT-15672I EOD Bag (2002).
Usage Photos:
Navy SEALs extensively used the LBT-1961 chest rig throughout the War on Terror [5][6]. Variations are still being produced and used as of July 2024 [7]. Due to the limited resolution of these images, it is impossible to determine which versions of the 1961 chest rig are in the photos.
