The chest rig and plate carrier were found together in Japan.
Blackhawk SDV Chest Rig:


This chest rig is actually a Blackhawk Radio Patrol Chest Harness with a separate M4 Thigh Rig attached to the bottom. Examples with the manufacturer’s hang tags have been found which have the abbreviation “SDV”, likely referring to the “SEAL Delivery Vehicle”, in the product description [1], which implies underwater usage [2]. Some examples have been obtained from veterans who describe using them on diving missions [3][4].

There is a strip of nylon webbing at the bottom of the Radio Chest Harness meant for the M4 thigh rig to attach via the belt loops. It was created this way from the factory. This bottom webbing is not present in most versions of the stand-alone Blackhawk Radio Patrol Chest Harness [5][6].

The upper buckles were painted for camouflage and the lower left (as worn) is ziptied shut.
Ladder Buckles:

“Velcro” branded ladder buckles.
Tag:

Green tag, consistent with 2004 dated buckles. These tags were used until 2005. [7]
Plate Carrier:


The plate carrier appears to be a Diamondback Tactical Fast Assault Plate Carrier (FAPC) which has had its side straps cut and replaced with two pieces of velcro which are attached to the plate bag flaps.
