This carabiner was likely a promotional item made for a recruitment office. It is clipped onto one of the MOLLE webbing parts.

Laminated card found inside the upper “admin pouch” (on the flap with the the grenade pouches). It contains instructions for calling in a mortar strike and has US Army Special Forces logos on it.
